Can somebody explain what is a loli theme in a video game?

I played the Hyperdimension Neptunia V demo and noticed some things.
I would like to hear other people's view on what they noticed to be loli themes to compare.

Seems many people say this is and thats not, but what really is it then?

Basically sexualisation of young girls in games. Juliet from Lollipop Chainsaw doesn't count since she is not too young.

Honestly, I don't have much experience with pedophile stimulation in games so I don't know.

I was going to bring up Lolita but then I questioned whether anyone has even read it.

(Yes it's copy and paste from wikipedia. It's just easier that way)

So ultimately it's not really about one's opinion if something is "loli" or not. It either is or it isn't.
