No, a rip of a rom, or a "dump", is literally everything that the game has written. It can be compressed, because game carts were available in 2^x bytes, and any excess space unused will be effectively chopped off. When it was ported onto the PSX, the enire game needed to be ran inside of a custom-built SNES emulator. The PSX can use digital music, so the music might be taking up almost as much space as the cutscenes. The quality of that port felt sub-par because of the wildly increased load times, Not highly recommended if you have somewhere else you can play this game.
