By random you mean G.Rev. The same guys that brought you Border Down, Under Defeat, Gradius V, Mamorukun, Strania and Kokuga. They developed Ikaruga with Treasures financial backing.

Great game, and hard as balls.

Ikaruga was made by 3 guys at Treasure with some assist from G.Rev, and is a spiritual successor to their previous shooter Radiant Silvergun. I do like Sin and Punishment, but that's its own series I guess, and not as good as their 2D efforts IMO. Maybe I should have called it Treasure 2D Shooters. Great games though, and sad to see them on xbox live and not on PSN.
