Well let D3 publisher know you want it localized.
Companies like Sega just didn't localize things like Hatsune Miku Project Diva F on a whim.
The community got together and let the company know there is a significant demand for localization in the west, and sales determine how much trust is earned from the publisher (that's why NISA's Neptunia games continue to be localized because they have decent sales in the west.)
The X360 community just sat back and did nothing, that's why Z Kagura didn't get localized on that platform (well that and Japan games don't sell well on MS consoles compared to PS3. )
Though I don't think D3 Publisher is going to take a risk localizing this if they feel there isn't a big enough demand for it. So everyone in the west has to speak up.
Lollipop Chainsaw and Bayonetta were localized, so can this. And if the PS3 community supports this and put their money where their mouth is, Onechanbara series could make PS3 and PS4 it's international home (instead of being picked up by a lame company like Nintendo, which is what happened to Bayonetta due to bad sales. not sure how much Lollipop Chainsaw sold, but Onechanbara Z is definitely completely better than both of those. )
Here are some PS3 community thoughts
This has to come to the west. The combat looks like it has more depth than some of the bigger name Hack N Slashers (DmC, Onimusha, God Of War, Ninja Gaiden, etc.)
Only two Onechanbara games have been released in the states, one for Wii and one for 360. Both got horrible unfair reviews and while I have no sources, I've heard that both tanked sales-wise too.
The communities have to convince D3 Publisher it's a mistake to not localize this!!
Onechanbara Z Kagura has set the standard for quality action gameplay that rivals the best and overrated action games out there.
Got an idea,
we could suggest for a PSN store digital version, that could increase localization chances since they don't need to invest in pricey disc manufacturing, packaging and distribution. :)
Some companies have been in fact just doing that with the more niche titles being localized.
Different companies have different corporate heads which have different opinions on how to run their business.
Let's not forget that with Project Diva, it's not just the games, but the concerts that get sold out, and apparently, overseas as well. So eventually, stupid Sega caught on and realized there's potential to release their games overseas. Of course they still do jack **** with their marketing teams but thats a whole nother problem altogether...

It's not like their games weren't localized before. I remember a PS2 & Wii game being localized for U.S. and one for EU. They didn't sell well...
Well if D3 Publisher sees a decent demand for localization and realizes the quality and wealth of improves Z establishes for this series, they could go PSN Store digital with this localization like other companies have. The industry is going more digital with releases anyways, saves publishers a lot of money, and shortens the release gap for fans, plus better load times.
