That is wrong. No one should pick their character based on the tier list. Tiers only matter when both players are high and equal in skill.
Explain
Jigglypuff is pretty high tier in Melee.
Average Joe will get WRECKED if he uses Jigglypuff. Jigglypuff is just plain weak until you finally reach a level where you can exploit the few powerful advantages she has (best air mobility which lends to some incredible spacing and whatnot, landing rests and being able to gimp well, etc.).
Invoker and Chen in Dota. Two of the best characters in the game. Also happen to be some of the most noob-unfriendly characters in the game. They demand a high amount of technical skill to even be played properly. You're going to be awful with them until you reach a certain skill level. Another top tier hero, Lycan, on the other hand can still be devestating in the hands of a rather modest player.
So you want Brawl examples? I don't play Brawl, but I'd have to guess that Metaknight is a great character for any player, while Ice Climbers, not so much, despite both of them being high on the tier list.
