I started looking at the 2005 top 8 decks and they mostly ran Chaos/Warrior/Morph. Unfortunately, a lot of Warriors are missing. But this game does include Monarchs so that was the genesis of this deck.

This is the dumbest looking deck I've made with 9 tributes. But Monarchs are incredibly powerful. You could probably netdeck a similar deck from 2006 with a couple different restrictions. Stall, summon monarchs, then summon chaos and win.
