I just bought every salt from every town till I got to where I could recruit and it works every time. He is always my first voluntary recruit.

Couldit be that the place where you buy salt has something to do with it.

Simply put, buy 6 salts that DO NOT go up in price. when u get to Raftfleet and salt does go in price, first talk to Sairoh. then, sell the salts to the trader. talk to Sairoh again and he joins.

Sell the salt at the Dwarf Camp. They pay the most for it. Doing this I have never had a prob getting him.
