Pages of training..where are they?

Im what i believe is about halfway through act 3 normal and i havent come across any pages of training. Do they not appear until later? Ive leveled my blacksmith up as far as i can without any. I just want to know when i can expect to be able to level him again. Are pages of training pretty rare?

I saw very few of them in Act 4 normal.

Fire up nightmare though and they are all over Act 1.

They drop very often in nightmare.
