First, make a folder called "Mods" (Without the quotes, of course) in the root Empire at War: FoC folder. The root folder is the one where you should see the Data, Direct X, Install, etc. folders. Then, all you have to do is paste the folder with whatever mod you plan to use into the "Mods" folder you just made. That's pretty much it. If you have any questions or need anymore help, feel free to ask and I'll try to help.
After I get to the root folder (I just clicked open folder to view files whe I put disk in) I made a folder on the desktop an went to copy it to that but it kept trying to burn it to a disk and immediately opened the disk drive every time. Is there a different way I am supposed to view the root folder and add another folder?

Ah, you're looking at the files on the disc. That's why your computer is trying to burn something on it.
Click on Computer (My Computer on Windows XP), and then click the C: drive. Click on the Program Files (x86), on XP it'll just be Program Files, then find the LucasArts folder, and finally the Star Wars Empire at War Forces of Corruption folder. That's your root folder. Here's the default installation address if it's easier for you to read this way:
C:\Program Files (x86)\LucasArts\Star Wars Empire at War Forces of Corruption
