You should have gotten a text from Stevie after Derrick McReary's first mission. Check your messages it should be there considering it is impossible to delete it until you deliver the car.

you have to finish all of brucie's STORYLINE missions, then you have to do the mission "smackdown" for Derrick McReary. Then you get a txt message from Stevie. I had this same problem.

The first car I had to steal for Stevie was a comet. I'm not sure if that's the same for everyone, but you could check to see if it's in golf range's parking lot. If it's not that I would imagine your games become glitched somehow.
