can i edit the terrain elevation of a saved town?

the in-game town editor is rather limited in this aspect, so i downloaded the world editor and now i have the proper tools to edit terrain, but the question is, can i bring up my saved copy of sunset valley and edit that? it does not let me load packages, so i'm a little stumped here.

i wanted to add the late night buildings to sunset valley but the further you get away from the central town area (which is already populated with buildings i will not remove) the hillier the terrain which makes it a royal pain to add buildings properly without bizarre height differences.

You can't edit packed files with the editor (including saved games or the original world). It is only a "beta" editor anyway, despite being out for 2 years.

I never got it to add lots in the edit mode without it crashing, and always had to edit them in "game" mode before actually packing the file. It's not supposed to crash while doing that, so something is wrong on my setup. but it was never meant to edit packed files,
