Whether it be through a cheat code or a mod. One thing I'm not liking about this is that it seems to take longer to progress through skill levels than it did in TS2. And now there are just way too many damn skills this time!

Shift + click Mail box, select "Needs Static"

No.. don't use cheat. just unlock the lifetime reward.

-For athletic, work out at the gym.
-For skills you learn from books, read them at the library.
-Max out your logic skill early, it will let you learn other skills faster.
-If you need to, you can adjust your personality traits (with the Midlife Crisis lifetime reward) so you have traits that let you learn whatever skills you're planning to learn faster (like 'Genius' for logic skill, or 'Angler' for fishing) --- "ah yes Halo Wars. Or you could go to MTS and get the skill mod; can't believe no one suggested it...
