Post Game, meaning after you beat the story, you can buy new weapons and armors from Stornway shops by talking to the other person behind the counter.

IMO, it's cheaper to make the shield.

There's a very good chance that you're trying to do quest 39 (wear a watermaul staff, flowing dress and a silver shield), meaning you've already beaten the game. Silver shields are sold in Stornway from the female warrior.
Dragon Quest I: Here is 120 gold, a torch, and a key to get out of this room. Now, save the world plz.

Yeah, instead of adding to the existing armour/weapon shop list, they just add a second merchant to talk to with a separate list of new equipment to buy. In the Armour shop it's the female warrior behind the counter, in the weapon shop, it's the shop owner's son behind the counter.
Would the 3DS be too classy to take to the toilet?

You can also alchemize a Flowing Dress (which I discovered when it was too late, much to my annoyance, especially when I could've sworn I looked, and didn't find a recipe.
