Red-tape would be my guess too if you made me guess, just because it seems like XSEED (or at least Wyrdwad) and Carpe Fulgur wanted to talk about it and just couldn't. Though, as an outsider who admittedly knows very little about the inner-workings of the industry I often think stuff like that sounds a bit silly and it'd just be better for everyone if they were more free to talk about it.

I'm sure there are reasons though, though it probably won't stop me from grumbling about it from time to time when I get frustrated.

If it were red tape, to use an example if anything involved stuff like contracts for the game's release, then it's bad form to talk about it while finalizing a contract.

Scheduling may have to do with trying to figure out when Falcom would have been able to assist, considering how busy they've been. Even after Sen's release, they're still working on stuff for, considering the patches.

This is exactly it when they cant finalize what their doing its terrible business to try and make calls/announcements. plus the other thing is it murders hype to hardcore levels when you announce a game 3 years early. people generally suck at waiting a year or two waiting even longer for something niche is gonna kill it their best option is to try and rekindle the fire closer to release.

think about it over 3 years that can be the differences of a person who was in and out of high school went to a 1 year collage program then has a job. 3 years is a long ass time for people and they will easily have long since forgotten.
