Scepter-Shield is an excellent way to kick off a fight. Lock 'em down with chains, blast the AoE, then buff up with your shield. Use a utility skill or two if you want. [I use Hammer of Wisdom, personally, at this point.]
Switch to Sword/Torch. Teleport to them, bring the zealot's flame. They try to run, chase 'em with cleansing fire. Drop another utility skill, if you want. I typically use Judge's Intervention to re-close the gap.
By this point, Scepter's back up. Switch, lock down, do it again.
It's working beautifully for me so far in both PvP. It has range, decent damage, and keeps me relatively safe. It's very much worth trying. --- http://www.youtube.com/user/DisastrousResults - Guild Wars 2 Guardian channel! PvP videos, with more coming such as tips, builds, and the like!

Nope. The best combo is Mace/Torch and Scepter/Focus. --- http://i30.photobucket.com/albums/c337/togogoto/exist-trace-naoto.jpg http://i874.photobucket.com/albums/ab306/Xx_Liz_xX12/exist_trace_497796.jpg
