I know that it would be impossible to get if Millie joins in Eckdart, so does she? What determines Millie's join time?

IIRC, Ioshua is the key to when Millie joins. If you have him, she will not join until Silvalant.

Nah, it's not possible. I've read through a bunch of topics and it looks like Millie only joins in Silvalant if you got Ashlay + Ioshua or Phia + Ioshua. Darn it.
