Well obviously no one is going to waste caps on repairing stuff like assault rifles or hunting rifles. Many people use merchants to repair weapons that aren't widely available such as the Alien blaster, or scoped .44, etc., and armor that is not readily found. its all about convenience, especially if you have several thousand bottlecaps but nothing to spend it on.
if im not mistaken the guy at the ranger compound has a really high repair skill (if he lives) not sure how he stacks up to wolfgang but he's who i use --- Sometimes you just have to put on a chicken suit, look at yourself in the mirror and ask: Would i chase me? I'd chase me; I'd chase me hard!
if there was a merchant with 100 repair, what would be the point of using the actual skill?

money is abundant in the endgame. abundantly abundant, and theres not much to spend it on.
in other words, there would be no point in having repair at all.
you cant have your cake and eat it too. or rather, you can, if you plan accordingly to max all skills.
