If you can boost people's dispositions by good deeds around Cyrodiil, or by joining Guilds, why does it need to exist? Granted, it can be a bit helpful at the very beginning, when selling your junk for the highest Septim possible. But after that, what is the point? --- Byrgg: "He told me enough. He told me you killed him!" Me: "No, I am your father!"

The way it is implemented in this game, there really is no point. Not only does your reputation make it moot, but also bribes and Charm spells. It's also incredibly easy to abuse for Personality stat gains and one of the easiest skills to raise (just hammer away so you gravitate around zero disposition, and you can go training on a single person for forever).
Maybe it had some sort of purpose on the design board of the game developers, but its state in the final game is pretty much a 100% useless skill.
