Because you can do it in Contracts.

the devs said there would be no suitcases because they want to emphasize Agent 47 as a man on the run. I wonder what excuse they'll make with not letting us choose equipment.

Hey _Moron_,
Where does he get this magical equipment? The Agency isn't supplying him anymore. A couple street thugs won't have the tools your used to, so they're not going to supply you. Sure they could give you a gun but you have one already, two infact. Plus you have Fiberwire still. Everyone just doesn't have a Sniper scope upgrade up there butt, ya know?

Although enemies do have weapons which you're able to take, and there are plenty of items laying around for use. So if you needed to, you can improvise. Either way you're still supplied with the basic things needed to complete a hit.

??? People will play missions after the first time? Sure, but for achievements right? No? But isn't Contracts designed for replayability? So why complain? And I thought no weapon loadouts was an emphasis of the "on the run" feel, with the lack of briefcase serving as a freedom of the game's ability to give the player to choose what they want without the penalty of stealth?

... still complaining, huh?

First,they took out weapon loadout in story mode

next time,they will took out weapon loadout completely

and dont worry,there will always be defenders
