I decide that a swat uniform wouldn't be suspicious to normal police as I have a FULL FACE BALACLAVA, a helmet over the top of that and armor everywhere else on my body.
They are looking for a BALD man in a SUIT. I stand the other end of the platform from the stairs with my back to the police officers, they see STRAIGHT through it in like 5 secs :-( so stupid, all that is visible is 47's eyes yet they see through the back of the helmet covering my head.
Also I did take out the swat guy silently in a totally different room with nobody around so it's not like they were looking for Jim anyway.
