Trouble with Haltshot

I have GOed twice on F3 because Haltshot didn't work! (Once in the NE in the room with the Boar Spear, and once in the W in the big room with the two FOEs.) Both times the FOE was in range, and it moved into me the next turn anyway. What's the deal? Is lvl1 Haltshot just not strong enough?

some foes can't be stopped.

Some can't be 'Lure Bell'ed either. Grr.

Is there any way to tell which can't be stopped? Other than "They move after you Haltshot them"?

IIRC, red and black FOEs can't be stopped.

If you can see the FOE on the map, that tells you everything you need to know.

After using Haltshot, the FOE turns gray on the map, to show you it's been stopped.
