Mass Effect Configuration Utility - What's it SUPPOSED to do?

So I'm looking around the .ini's for ME and I see some stuff for the configuration utility, and a few things caught my eye. Mostly stuff like this:

Y=332
W=638
H=442
Active=1
ShowPackages=0
Docked=1

[Engine.ActorFactory]
MenuPriority=0

[Engine.ActorFactoryMover]
MenuPriority=0

[Engine.ActorFactoryRigidBody]

[Engine.ActorFactoryPlayerStart]
MenuPriority=1

[Engine.ActorFactoryStaticMesh]
MenuPriority=2

Could those lines mean the config utility might let you edit characters more in-depth? What's the config utility even supposed to do?

I think it's there for an easier way to diagnose possible problems you may run into in the game. It allows you to make a report that you can pass on to EA support with your PC specs and settings if you run into a problem. Many options are also available in the games main menu for changing, video, audio, control and gameplay options.
