Bastion Vs Nemesis

I am currently playing as an adept and am wondering the same thing. Bastion in ME1 gave you the option to damage people in stasis, and basically instantly recharge your powers. In ME2, there is no stasis, and the line between bastion and nemesis is blurred.
--- This is what the game tells me ---
All your powers last longer and take less time to recharge; Paragon/Renegade scores increase.
Power recharge time: -20%
Power Duration: +15%
Your biotic powers do more damage and take less time to recharge
Power Recharge Time: -20%
Power Damage: +15%
Basically, you are deciding if it is better to have +30% Paragon/Renegade, Health +5%, AND Power Duration +15% (all over the nemesis option).... or if it is better to have +15% to damage (over all the bastion pluses). Personally, I'm biting on Nemesis, because I use warp... a lot.

I completed the game with Bastion but come to think of it, I didn't really need the extra 30% Paragon/Nemesis.
At the endgame, I had 3 bars of Regenade filled. By evolving as a Nemesis, the Regenade bar was filled up.
So I don't think it matters much.
Speaking of Bonus to Para/Ren points... Is it on points obtained through the game? or a multiplyer on points you are at right now?
I'm on second playthrough and I want to know If I should respec to get the bonuses to the points or if it adds to points gained.

Do you want your stuff to hit harder or last longer? That seems to be a common choice for abilities in this game.

I used Nemesis for 99% of the game, as I had enough renegade points for all dialogues. I only had to switch to bastion for solving Samaras loyalty quest the "other" way and then I switched it back. Respec ftw
