Does this mean steam will break the date too?
how does this usually work?

I doubt it. Publishers really don't like places breaking the street date for their games so I doubt Steam would do it just 'cause everyone else is. Pretty sure people can get fired over stuff like this if the publisher complains.

The physical PC version still wouldn't be able to be played early since it's activated on Steam.

Would be nice though.

They will get in trouble for breaking it. Probably being sued or the company making it so that they get future titles late or something. However, publishers will often let everyone else break it as well because it's unfair for one business to corner the market like that.

Interestingly enough the advert for it on TV here in Australia went to "Out Now!" at the end rather than "Available 12th Feb!"

Not sure if this means they've let all retailers run with the early release. It is not unlocked on steam as yet though.

That's probably the trailer they play around release. I doubt they could re-do a tv advert in the amount of time it's been since the leak.
