Hi, yes what happens is there is an Asia version and Japan version of games. Sometimes, Japan releases a game for both regions (the Asia version usually has Chinese/English) for HK and Taiwan players. The reason why one has multilayer and the other one does not was because the multiplayer was meant to be played only within Japan. In this case, it was designed, not out of disrespect to foreign gamers but to keep the internet quality higher. Not all games do this so you should check online first to verify.
If you want to determine if a game that has two regions is the Japan region and not the Asia region copy, just look for the CERO rating (content rating code) in the lower left corner for a game box. You will see either (in order from "Everyone" to "Adult") "A", "B", "C", "D", or "Z" ratings. It is similar to the ESRB in North America or PEGI in Europe.
