Rare Candy and Effort Values Question

If I were to fully effort value my pokémon, and knew I had because they had the effort ribbon, and I leveled them up to level 100 using rare candies, would they be weaker than level 100 pokémon who had been leveled through battles?

Nope. If a Pokemon has all its EVs, levelling with Rare Candies is the same as levelling through EXP. No difference.

The only time you don't want to use Rare Candies is if you levelled a Pokemon from the point you caught it to 100 without EVing it first.

What if I got it to level 100 and wanted to change the EVs, using berries to lower them first, would that work or would they just lose those stats?

They kind of sort of mostly lose the stats.

You can still give a Pokemon EVs with the vitamins at level 100, but anything from battle will not count. Since you don't get EXP, you don't get the EVs that come along with it.
