Chaos difficulty is nerfed compared to WO, where peon hits take off huge chunks of your health even at level 99 with max Fortitude equipped. That said, character levels and stats make a major difference this time around, as does proficiency. Even with a fully maxed 4th + max Potence, Boost, and the type-specific ability to increase attack power, a character hits noticeably harder near level 99 than they do at earlier levels. Some characters have higher defense than others, which does make a difference. Proficiency increases defense as well. You want to have your weapons set up to KO officers in a few quick charges or combos, and you're going to have an easier time of this as the characters themselves get maxed out.

Personally, I'd start working on chaos with one of your better teams when hard mode gets too boring for that team. If you want to go for dream mode completion on all difficulties, you can practice with those teams as needed. Depending on whether you're doing levels where you can pick your team or not, there's also the option of cheesing your way through with the broken spammers - Cao Ren, Huang Zhong, and Kunoichi are my personal favorites - or the Almighty weapon upgrade.

Chaos mode is a breeze for me :/

Even when I'm not using Himiko, Kunoichi, and Da Ji (my favorite team), I can still rip through it with any other team, as long as they are at level 99.

^^ Eww that's a disgustingly overpowered team, da ji and himiko aren't even fun they're so cheap. And whorey. But yeah just get you characters up to ~lv 35-40 and you can do chaos mode pretty easily. Upgrading and equipping useful abilities also helps a ton.

the easier levels are absolutely doable on chaos. but i'm talking about some levels like the one in shu campaign where you fight 3 sun wukongs at the same time. there's no way you can recover before dying once you get hit the first time

Both Da Ji and Himiko are fun to use. And how are they cheap, when the generally considered best characters are(correct me if I'm wrong, veterans) Huang Zhong and Cao Ren?

The best are Cao Ren and Huang Zhong, but that doesn't mean Himiko and Da Ji are any less cheap, fact is, both of them completely kill generals (named or not) with the swiftness and without putting themselves in any remote danger.
