Upgraded. NOTE: These are cars I have on MY game. There may be higher stats on other peoples tunes but I have NOT seen them myself. Also, I don't have cars setup for drag races so that's why I may be wrong. Correct me if I am.
The Veyron can get 10 in acceleration and speed and the McLaren F1 GT and SSC Ultimate Aero can get 10 in speed. The best braking and handling is the Acura ARX-02b at 9.3 each and the best launch either belongs to the Veyron or Nissan Skyline GTR (about 9.7 or 9.8). Obviously, th best around car is the #8 Peugeot 908 or the Aston Martin 007 Lola or something similar. The Mosler is beastly though since it's not a Le Mans prototype car and has low weight, tons of acceleration, launch, and grip and is fast as heck. Faster than any other R1 car except maybe the Lola? I'm not sure how fast the Lola and #8 908 are. Hope this helps. I'm not really an expert on this game.
tl;dr - As someone already mentioned, all 10's is not possible in this game.

The #007 Lola was only the fastest because of a glitch and statistically was not faster than the #8 908. In R1, the Mosler is the fastest in a straight line and has a potential top speed of 9.5. In fact, it is statistically better than all the LMP, LMGTP and Group C cars in R1 for everything except handling. However, it doesn't match any of the R1 cars for overall performance because it doesn't have things the suspension,brakes or weight that the other cars have.
The thing to remember with this game is that the numbers are misleading (or in some cases, blatently wrong). Even though the 911 (996) GT1 Strassenversion has the same launch as the SRT10, the SRT10 is clearly faster off the line.
OH, I did mean the Strassenversion Porsche for launch and not a basic 911. Oops :)
