In a PvP server, players are allowed to attack players without warning on the opposite side, (hero/villain). On a PvE server, players fight npc's or randomly generated enemies. So if you wanna get missions done faster, it's probably best to play on as PvE server.

if you're a villain and don't want do-gooder heroes trying to stop you, avoid pvp servers (which is "player vs player").

PVP, player vs player means you can attack other faction without restrictions. PVE, player vs environment means you can't attack other faction unless they accept your challenge.
Whether you can switch between servers is not confirmed. Usually once you choose a server for a character, you can't transfer unless you pay to transfer or they are doing free transfer to selected servers --- For anti-DCUO, go play your free to play super hero "mmo": http://www.gametrailers.com/video/e3-2010-marvel-super/700624

I'm not aware of any MMO that will actually let you migrate to a new server type (that's not to say there aren't any, just if there are then they are extremely rare). Typically if you start on a PvE server (for example), you can only switch to another PvE server. --- Loyalty can't be bought at any price; but it can be rented remarkably cheaply.

"^ no offence but get over your self"
lol, no "offence" if you're going to copy my line and use it against me, at least do it right, otherwise you're just a parrot (one that cannot spell, while we're at it).
if i thought you would understand i would explain it to you.
^see, right there, after a line like that, THAT'S when you say "get over yourself".
