Well Cybertech makes mods for every stat not just cunning. Armormech and Armstech also make stuff with cunning on it.
Underworld trading just gets you the higher quality crafting mats for various crafting skills (including cybertech) that are needed to make blue and purple items. Of course it is pretty useless without salvaging since that provides the base crafting materials that will be needed for all Cybertech crafting.
