Why does GTA4 say my settings exceed the available memory?

It assumes I have less than 60MB of memory, when my computer has 4GB. It also won't render most textures so all you see is a bunch of characters on a backdrop of the open sky or something like that.

P.S. I installed the game on an external hard drive with many GB free.

the available memory is the memory on your graphics card, not your system RAM. by the sounds of things your computer is nowhere near good enough to run this game.

Ok, it has roughly 2GB of graphics memory but only 64MB of Dedicated memory. Can I allow it to eat into the non-Dedicated memory?

there's probably a setting in the BIOS of your computer to increase the amount of memory allocated to your (presumably) onboard graphics card; you shouldn't expect much from it though, and unless it's a laptop you should invest in a decent dedicated graphics card, assuming the rest of your system is good enough.
