not really, every champ has their own hard counter, so it all depends on the summoner

Put a good Eve vs. a good Jax. See who wins.

Evelyn takes down carries exceptionally well in some tem comps.

beyond that she's kinda useless though.

Team composition > tier has always been > tier and will always be > tier.

Most people who use tiers when referring to LoL take team composition into account.

Every well-backed tier list I've seen say "The higher the champ on the list, the more he/she brings to a TEAM."

LoL isn't a 1v1 game, and the best players in the game know this, and when they make a tier list, then you know it's at least fairly accurate.

Tiers DO exist, they just exist within their territory.

For example:

In a 1v1 fight, trying to compare Soraka against Jax is just dumb. Of course Jax is going to win.

Now if you look at what each character is specifically designed for, that is how you make tiers.

For example:

Tank Tier:
1. Shen
2. Alistar
3. Rammus
4. etc.

Shen is the best "tank", but the other characters have other utilities and abilities that make them better in other categories.

So for the DPS Tier:

Jax vs Yi. Both are DPS melee. With 2 players of similar skill and no runes or items, Jax will win.

Does this mean Yi is useless? No. You could have a Yi and Jax on the same team and have amazing DPS.

When you speak of tiers, you have to take them at base value. Only stats. Player skill has nothing to do with Tiers. It IS possible for a Soraka to beat a Jax one on one....just very unlikely unless the Jax player is not very good.

No you don't only count stats. Tier lists are based on how useful a hero is to their team.

Player skill has everything to do with tiers.

Any GOOD tier list assumes that a character is being played to their best potential based on current player knowledge.
