Can someone give me a decent Annie build?

As most guides recommend getting ROA as your 1st main item- which knowing my skill level is a recipe for a disaster.

There really isnt a substitute for RoA as your first item. What exactly is going wrong?

As long as you are last hitting creeps, using your passive stun effectively and not pushing too hard getting a RoA should be pretty manageable.

Apart from boots and dorans ring i have no items till i get it, my presence/usefulness always seems lacklustre till i do have it, and generally its at the 25-30 min point I have it, with my games ending at 40 minutes.

you should have it sooner than that

start with the sapphire crystal go b for the catalyst and then lane till you have enough for RoA

Sidelane: Doran's Ring + Incinerate charged.
Mid: Sapphire + Disintergrate

Build Catalyst, buy boots if you have money.
Complete boots, Blasting wand(or finish Rod).
Fluke it.

RoA is okay, I personally prefer rylai/archangels to it though.

Sounds like you either don't know how to last hit properly with Q, in which case you need to practice more, or you miss a lot with Annie's stuns, in which case you still need to practice more.

There's no reason you can't have RoA at least by 20 minutes in if you play smart. Take a Mana Crystal first and focus less on harassing and more on last hitting with Q to keep your mana up. Buy a Catalyst and Boots and continue to farm or go ganking, using Annie's various methods of stunning to help your team.

That's really all there is to it. Until Annie gets some damage, your primary usefulness is in stunning people and doing supplemental damage.
