ive noticed that when the enemy has low hp i usually strike a critical at 22%

are critical chances higher when there hp is lower?

Critical Strike chances (minus Pantheon) are COMPLETELY RANDOM*.

*As completely random as number based series of code can be, which to the human eye, it is.

crits are double damage of your regular attacks

crit damage adds some damage bonuses to that

no fools i meant does the crit percentage go up

i know that crit deals double and up damage

No it doesn't, you probably used tyrnamere or got a black cleaver.
