Max Q first. CD and base damage get better (from 9 to 6 iirc) W second. Good burst, although CD never helps. Base survivability also never bad. E third/last. CD goes lower, and slow gets higher, but even maxed first, you'll almost never be able to use it more than once in a fight (from 26 seconds to 18 at max cd)
R whenever possible. 2 Points in W more than enough in clears. Q does more consistent damage and Q => R is your combo.
