They're catered to making lv2 ganks a choice with potential negative trade-offs instead of part of a standard jungle route. You're right that a lot of junglers need to wait until lv4 to really gank well, but even they can gank at lv2 if they're willing to take the risk. I've done it with Nautilus and Maokai and others who usually wait until lv4. The difference between them and someone like Lee is that you can't make it standard since there's actual risk involved since failure is rather costly for them. --- And then John was a zombie.
I have mixed feelings about this. I think it will be good for champ diversity in games, but the idea of making everything more passive seems like a bad idea to me. The laning phase is boring as is, why make it even more so?
Trundle was rarely picked even in season 1, nothing's gonna change for him now. He gets kited harder than Udyr (mobility creep yay) and he does less burst.
