It's a misconception that you absolutely have to shut down Nasus in lane. In fact, it's very risky too. Wither is an incredibly good ganking support tool, and because it lasts so long, you pretty much would have to ward everywhere to not get destroyed. Even then, the jungler can just come up the lane and gank that way. Especially junglers like Nocturne or Lee.

It's far better to take a champ that can support their team strongly through early and mid game. It doesn't matter how strong Nasus is (not that he's that much of a threat even with farm), he can't win 1vs5. Taking a strong roamer and teamfighter is far superior. If they can push hard so Nasus has to get CDR extremely quickly, that's a bonus.

Nasus wants to get CDR as quickly as possible because it helps him farm up Q faster. That's why it's annoying for Nasus to go up against someone with a lot of non-physical damage because it forces him to choose between defense and CDR. You put Garen up against him and he gets both with Glacial Shroud.

Nasus is a fine teamfighter as long as he plays like a carry and not a bruiser. Even if he can be kited, he can just kill tanks faster than your Withered AD carry. Roaming is easily defensible by enemy laners who ward properly and know how to avoid dying to bad gank attempts. Dominating him in lane is a more sure thing, especially with a jungler who understands that Nasus can and should be camped hard. It doesn't even matter if Nasus' jungler is there, the more he's distracted from farming Q the better.

He's just not as easy to dominate in lane as people think. Pure melee champs have a hard time stopping him from farming under his turret and Wither makes diving him a losing proposition. Ideally, it's someone that deals nonphysical damage and also doesn't push the lane hard. Then, you need enough sustainable damage to scare him off minions early and break his sustain.

Olaf is perfect at that because he can just E Nasus all day, which ignores armor and doesn't attract minion aggro so Nasus can't simply freeze by his tower and farm all day. Shen can actually taunt Nasus to both waste his Q and force him to draw minion aggro and push the lane up. (Shen is also mostly magic damage.) Anybody with ranged autoattacks can at least prevent Nasus from freezing outside of turret range, so the lane will periodically reset if pushed. Someone like Riven, Garen, Renekton? Automatically pure the lane with their harassment, pure physical damage, can't aggress him under his turret. While they have the early damage output to otherwise scare Nasus, they don't have the other tools necessary to really stop him.

Your best bet against nasus is a champion that does multiple forms of damage.

Olaf is good, because he can Q, and E for Magic + true.
Irelia is good, because she can Q, W, and E, and R, for magic + true damage.
Teemo is hell for Nasus.
Nidalee is also hell for Nasus.
Jayce is hell for Nasus.

The reason why Riven, Renekton, Singed, Vlad, kennen, etc... are bad for Nasus is because they deal ONE form of damage. If I play against these guys, I rush defense with CDR against them, and BAM, they cant do anything to you, while you farm your Q shrugging off all of their harass and even killing them if they put key abilities on cooldown.

Riven: You rush glacial shroud and maybe Tabi. GG riven, you cant do ****.
Vlad: You rush merc treads, spirit visage, and maaaybe a chalice (big maybe). GG Vlad.
