So I haven't been able to log in yet. The elo was reset according to the website. Are people allowed to get new elo yet? Is ranked even open? If it is, are people able to do placement matches?

Elo has not yet been reset. It will be reset when the patch goes live. Everything is exactly as it was yesterday until they disable ranked queues, then take down the servers. After the servers come back up and the patch is live, barring them disabling ranked to make sure everything is stable, new elo will be in place.

ranked is open, but it's still season 2, and will remain season 2 until everything goes down. We currently do not know when everything will go down for NA. EU will be going down tonight, though, so it is safe to assume NA will as well.
