ELO shift/compression took your current ELO (whatever you ended at, not your top) and added 1200, then divided that by 2. IT IS THE AVERAGE OF YOUR ENDING ELO FOR SEASON TWO AND 1200.
Available data suggests that you're wrong and just parroting unconfirmed speculation from a year ago. Posts on both this forum and the official forums show that this compression is more complicated than you so vehemently claim.
The closer your Elo is to 1200, the less your Elo changes. People below 1300 barely see any change at all. People around 1700 see changes roughly corresponding to (Elo+1200)/2 with people in between seeing more moderate results.
Incidentally, my Elo didn't change at all. Season 2 reset put me at 1299 and I didn't play. Season 3 reset still has me at 1299.
