It's good to have, it costs 1 mastery point and it's a very strong potion for free.

OddOne does it on current Nunu and Stonewall made a video of him doing in on S3 Nunu. He Started Machete, Biscuit and 4 wards and never used the biscuit to clear.

new item in S3, you get one at the start of the game with a certain utility mastery. Its basically a combination health potion/mana potion, but not as strong.

if you get a certain utility mastery, you start with a free item which gives something like 80hp over 8seconds and 60 mana over 8 seconds. It's like half health potion, half a mana potion.

FYI, a later mastery that builds out of it gets you a free ward as well! or 25g if on dom or TT
