Ok that's one vote for kat. Any thing that makes her super great?
No Resource Champ CD is reduced by 15sec per assist /Kill Q is a poke W is AoE, and gives temporary movespd boost. E is one of the best escapes and positioning tools Ultimate hits the whole enemy team if positioned correctly Relatively safe pick Easy to build.(AP and M.pen)

Kat is an AoE assassin while LeBlanc is single target. Kat is more useful in teamfights and Leblanc falls off in teamfights faster than Kat. Also LeBlanc is very easy to kill once she has used her E and all of her other abilities. U can easily get a tank to initiate on her and make her use all her spells on the tank and then the AP Carry or ADC can come in and finish her off easily. Both are squishy champs and will easily get one shotted especialy if they get hit with CC.
If u want a mix of both try looking at AP Fighters like Cho'Gath and Diana. Cho has a silence is a very hard to kill when he has 6 stacks of Feast while Diana can 1v5 and score a penta if fed enough and she can 1v2 and 1v3 without being too fed either.
Also morde is another AP Fighter who can quickly take down squishy champs like ADCs and AP Carries. Morde can also take no dmg from AP Mid with his shield and enough points in the defensive mastery tree. Nothing like laughing at your enemy mid when they see they do no damage to morde when he uses his shield.
AP Fighters like Morde and Diana are the way to go because they are not squishy and take can quite a beating while dishing damage back.

LeBlanc gets a little boring after a while imo, and using her to her best potential is more intricate and difficult than others would have you believe. At least outside of laning. She's a good pub-stomper though.
Katarina is an absolute death machine in the right hands. Easy to learn, takes some practice to really master. Knowing when the best time to dive in and press R is is key. Lots of fun too. I'd avoid picking her if your team lacks CC, otherwise she's somewhat reliable.
