Voli is really weird, starts strong, usually doesn't scale as well with levels as the other top, but by the time I see voli hitting 8~ with items they usually hit this mid game peak where they run around tearing through everything.

Then the downfalls of volibear's kit catch up with him after his peak and he falls into a horrible pit of being kited around and getting blown up when trying to initiate
