There are no champions...

Whose R is a levelable, very strong passive. Why is this? Is it un-fun?



On a somewhat related note, Imagine a champion who, upon being hit by something, would be immune to that source of damage until hit by someone else. (Towers, laser excepted.) Ultimate duelist. Could make him pretty weak to balance, of course.

There are buffs like Riven or Vayne's ult which aren't a passive but still kick

Those two ults are some of the more fun ults in the game. Same as Singed ult.

Also, does Jax's ult count as what the TC wants? It has an active, but a passive as well.

Ultimates are supposed to be fight changers. Knowing when someone's ult is up or down will also determine ganking and pushing, same as getting an enemy to burn their Flash and such.

There are/were some ults though that were close. Karma for example was more of a passive style ultimate, and Ryze's used to only be good for it's passive some time ago.

There are some champs where only taking 1 point in your ult early is useful too, like Janna. Get 1 point at 6, then get the other two points at 17 and 18. The heal on her ult is nothing to write home about, and she really only uses it for it's positioning factor.
