C/D: Hurricane is for on-hit champs, not ADCs

Carries that have actual reasons to use it:

Ashe: Applies frost to 3 targets (each costs mana).
Caitlyn: Charges headshot 3 times faster (still only hits who you aim at).
Corki: Applies passive to 3 targets.
Graves: Reduces cooldown of quick draw 3 times faster.
Kog'Maw: Applies w passive to 3 targets.
Miss Fortune: Applies w passive to 3 targets.
Sivir: Applies her passive if one of the 3 hit is a champion.
Tristana: Applies her explosive passive if one of the targets dies.
Twitch: Applies poison to 3 targets.
Varus: Applies blight to 3 targets.

How useful are each of these? None are that good, really.

The item only gives attack speed, the secondary targets take less damage and cannot crit. Not good.

Caitlyn one seems to be good.
If she is standing in brush, it's basically trigger the headshot with every attack.
But I don't know whether it's really like that. Garena server is still in Season 2.

So Cait's headshot doesn't work with Hurricane? Well there went one of the only champs I consider using it on.

It'll charge headshot faster, but only the main target gets the actual headshot-proc.

it charges headshot faster, eventually making it so that every attack is a headshot.

Kog'Maw is good. Ashe could be good, Varus and Twitch are worth testing. Other than that, not worth it on AD Carries. Teemo will definitely want it.

Other than those I mentioned, I don't think it's going to be a great buy at all. Kog'maw and Teemo will have it as part of their core (Kog'maw late game, probably item 4 after Boots IE and BT; Teemo after Boots, Malady, and Nashor's), the rest will be occasional.
