Because when he doesn't get banned he's usually played by someone who doesn't know him. Put him in the hands of someone who knows him and say that.

I ban him for both reasons...

Skilled enemies using him is scary.
Unskilled teammate using him is frightening.

you ban him so your team don't head butt their ADC out of the fight...

you also ban him so their team doesn't head butt your ADC into their team fight
