I would argue that he's the BEST for low level players.

Yes. He's very strong late game but if you're against an uncoordinated team he can do stupid stupid damage at any time.

Well, Try isn't as effective in high level play, mostly because he doesn't have variety, but I recommend him greatly to new players, or people new to top lane

For low levels he's amazing because inexperienced players aren't really going to know how to fight him and they won't have ignite.
