Singed or Nocturne are your best bets for free elo at that level.

wait, are you guys talking jungle noc to carry games or are you talking bot lane adc? I was under the impression no one really used him for anything but jungle.

Yes for jungle.

If anything jungle has the highest chance of winning you the match because you can cover all lanes and you can choose a lane which you think can snowball and help them snowball hard.
