Best: Crimson Akali
Worst: Defender Leona
Regret: really none since I usually buy my champs with IP. I would say Noct he isn't bad I just have a grand total of zero cares to play him.

Best: Headless Hec or Pool Party Ziggs.
Worst: Scarlet Hammer Poppy. Good skin but prob my worst. Don't own many.
Regret: Zed bundle. Only bundle I bought and he drops my frame rate when I play him lol. When either team has a Zed I cry about my fps.

Best: Pumpkinhead Fiddlesticks, since it's unavailable and reminds me of TNbC :D

Worst: Waterloo Miss Fortune. UGLY AS HELL in game.

Regret: I regretted Syndra for a bit, but then used one of my refunds on her. Bland and boring as hell. Also a crap champion that I haven't seen since her release week.

Worst: None, since I only have a few skins, but I guess Battlecast Xerath since I don't play him a ton. (Skin was free, though)
Biggest Regret: Twitch. I've legitimately played him twice.

Might splurge on Arclight Varus, though.

I've only bought Earthrune Skarner and Iron Solari Leona (today, actually) so I'll let you guys decide.
