Is high elo really elo heaven?

When you get high enough does it become impossible to anti-carry yourself down in elo?

From what I have seen from various different Streams and watching some of my not-so-good friends play, Elo Heaven would be a really low elo, not really high.

I think high Elo games are mostly determined by who has the least people trolling in any one game.

This is pretty much spot on. Whichever team actually wants to go for the win will typically end up winning. Otherwise you are stuck with ppl who still do the same things at any elo, picking any type of champion and just seeing if they can pull it off.
