How come Battle Fury is a good item in Dota but not in LoL?

Health regen is actually worth something in DotA, if I recall correctly.

This. Also, it allows heroes with no safe AoE abilities to flash farm creep waves and jungle camps.

Not everybody has an AoE ability in Dota. In fact, most of the "hard carries" (almost all of them being melee in Dota as opposed to ranged) don't have a single multi-target ability.

which hard carries are melee? The one's I can think of that really fit hard carry are Faceless and Jugg (edit: AM). Who else there be?
